I had a friend who called to report his car stolen, and was basically told to come down to the station to get a form for his insurance.

Your friend should immediately contact the chief of police and file a complaint. Stolen vehicles are one of the 10 tracked "index crimes" that police consider "the important ones". If a formal report wasn't taken, someone isn't doing their job!

There's not much police CAN do about a stolen phone. Reporting your phone lost or stolen to the phone company will result in the phone being turned off, so at least you're not racking up a huge usage bill. The phone company can also tell you the last general area the phone registered a signal from (might give you a clue as to where it is within a few hundred yards). But even if police had this info, there's not much they can do with it. They can't just stop everyone in the area and search them for a cell phone - there's no probable cause and no judge is going to issue a warrant for a search on everyone on the block. If your friend didn't have phone insurance (which is ALWAYS a good idea), then they might be able to file a claim under their homeowner's insurance if the cost of the phone is worth it.
Depending on where and how the phone was taken, there may be other avenues as well (ie taken from a hotel room). But with most cell phone cases, all the police CAN do is issue a case number to indicate to an insurer that you made a good faith effort to report the incident quickly.

Sometimes it is not so much the police are not willing to help as much as it is the fact that they have limited resources to deal with the problem

In regards to the phone being stolen. The only way you will get money for that is if you have phone insurance. It's usually not very much a month and can be worth it if you use your phone a lot or if you have an expensive phone.
And the police really can't do much as the other poster had said.

I got phone insurance for my cell. It was like 30 dollars for a year. May not seem worth it but when you end up getting your phone lost or stolen then it certainly is. The police really cannot do much about your phone if it is stolen.

But wouldn't your insurance cover that? Most of them I think cover 2 new phones a year, but I'm not positive.

I know what you mean in thinking the police do nothing in terms of property crime. My "house guest" of almost 2 months stole 3 pieces of sentimental and great dollar value jewelry. Since she and her boyfriend were the only ones in my home where the jewelry was kept and because she has a history of taking jewelry (sister, former employer), I know she did it but have no proof.
The police came to my home, and I filed a deposition but have heard nothing since. When I called the detective, she was clearly annoyed. Now, I have an incredible amount of the "house guest's" personal belongings, and no one will tell me what to do with them, and they not only are a source of clutter but a constant reminder of this horrible person.
